style=\"text-align:justify;\">โครงการนี้มีเป้าหมายเพื่อยกระดับศักยภาพของเกษตรกรในพื้นที่ ให้สามารถผลิตกาแฟโรบัสต้าที่มีคุณภาพและได้มาตรฐาน พร้อมทั้งสร้างมูลค่าเพิ่มให้กับผลผลิตครอบคลุมทุกมิติ ตั้งแต่ต้นน้ำ กลางน้ำ และปลายน้ำ โดยมุ่งผลักดัน “กาแฟโรบัสต้าพะเยา” ให้เป็นสินค้าเกษตรคุณภาพสูงที่สามารถแข่งขันได้ทั้งในประเทศและตลาดต่างประเทศ ปัจจุบันจังหวัดพะเยามีพื้นที่ปลูกกาแฟรวมประมาณ 2,034 ไร่ ส่วนใหญ่เป็นกาแฟอาราบิก้าประมาณ 1,826 ไร่ และกาแฟโรบัสต้าประมาณ 208 ไร่ ให้ผลผลิตรวมประมาณ 900 ตัน โดยพื้นที่ปลูกสำคัญ ได้แก่ บ้านปางปูเลาะ ผาแดง และป่าเมี่ยง ซึ่งตั้งอยู่บนพื้นที่สูงราว 800-1,300 เมตรจากระดับน้ำทะเล ถือเป็นสภาพพื้นที่ที่เหมาะสมต่อการปลูกกาแฟคุณภาพดี ทั้งนี้ ประเทศไทยมีการผลิตกาแฟรวมเพียงไม่ถึง 20,000 ตันต่อปี ขณะที่มีความต้องการบริโภคสูงถึงกว่า 70,000 ตันต่อปี สะท้อนให้เห็นถึงโอกาสในการพัฒนาและขยายพื้นที่ปลูกกาแฟภายในประเทศเพื่อลดการนำเข้า\u003C\u002Fp>\u003Cp style=\"text-align:justify;\">อย่างไรก็ดี ยังมีประเด็นท้าทายที่ต้องเร่งดำเนินการ เช่น ปริมาณพื้นที่ปลูกกาแฟโรบัสต้าของไทยที่มีแนวโน้มลดลง ผลผลิตเฉลี่ยยังไม่สูงเพียงพอ ขาดแคลนกล้าพันธุ์กาแฟคุณภาพที่เพียงพอต่อความต้องการของเกษตรกร รวมถึงปัญหาการขาดแคลนแหล่งน้ำในบางพื้นที่ ซึ่งเป็นอุปสรรคสำคัญต่อการขยายพื้นที่ปลูกและการดูแลรักษาต้นกาแฟให้มีคุณภาพต่อเนื่อง นอกจากนี้ เกษตรกรบางส่วนยังขาดความรู้ด้านการจัดการสวน การแปรรูปหลังการเก็บเกี่ยว และการเชื่อมโยงตลาดที่ครบวงจร\u003C\u002Fp>\u003Cp style=\"text-align:justify;\">ดังนั้น หอการค้าไทย โดยคณะกรรมการเพิ่มมูลค่าพืชเกษตร จึงได้เสนอแนวทางในการเสริมสร้างองค์ความรู้ ถ่ายทอดเทคโนโลยีการผลิตที่เหมาะสม ร่วมมือกับภาครัฐ ภาคเอกชน (หอการค้าจังหวัดพะเยา) และมหาวิทยาลัยในพื้นที่ (ม.พะเยา) ผ่านแนวคิด Trian the Trainer ในการสนับสนุนการจัดตั้งศูนย์เรียนรู้และการแปรรูปในพื้นที่ ตลอดจนร่วมมือเพื่อพัฒนาแหล่งเพาะพันธุ์กาแฟคุณภาพ ด้วยวิธีการเพาะเลี้ยงเนื้อเยื่อ (Tissue Culture) และระบบบริหารจัดการน้ำเพื่อการเกษตรที่ยั่งยืน พร้อมทั้งส่งเสริมการสร้างแบรนด์ “กาแฟปางปูเราะผ่าแดง จ.พะเยา” ให้โดดเด่นและเป็นที่รู้จักมากขึ้น พร้อมทั้งยกระดับให้เป็นสินค้ากาแฟ GI ของจังหวัด Robusta Coffee Development Project in Upper Northern Region 2, empowering farmers to achieve higher value and sustainable income.\u003C\u002Fp>\u003Cp style=\"text-align:justify;\">The delegation, led by Mr. Chusak Chuenchob, Vice Chairman of the Thai Chamber of Commerce and Chairman of the Committee on Agricultural Value Enhancement, together with Mr. Kongsak Tharanisorn, Chairman of the Upper Northern Provincial Chambers of Commerce, and Mr. Kamolsun Sriwirat, Chairman of the Phayao Chamber of Commerce, visited Mae Chai District, Phayao Province, to discuss the implementation of an integrated Robusta coffee cultivation model.\u003C\u002Fp>\u003Cp style=\"text-align:justify;\">Senior representatives from the Department of Agricultural Extension, including Ms. Sansanee Nitithamyong, Director of the Perennial Crop Promotion Division, and officials from the Office of Agricultural Extension and Development Region 6, Chiang Mai, as well as the Phayao Provincial Agriculture Office, joined the discussion with government agencies, private sector leaders, academics, and coffee farmers.\u003C\u002Fp>\u003Cp>\u003Cstrong>Developing a Complete Value Chain for Phayao Robusta Coffee\u003C\u002Fstrong>\u003C\u002Fp>\u003Cp style=\"text-align:justify;\">The project aims to enhance farmers’ capability to produce high-quality, standardized Robusta coffee, adding value across the entire value chain — from upstream to downstream. The initiative also seeks to establish “Phayao Robusta Coffee” as a premium agricultural product with both domestic and international market potential.\u003C\u002Fp>\u003Cp style=\"text-align:justify;\">Currently, Phayao Province has about 2,034 rai of coffee plantations, mainly Arabica (1,826 rai) and Robusta (208 rai), yielding around 900 tons per year. The key cultivation areas — Ban Pang Puleau, Phadang, and Pamiang — are located at altitudes between 800–1,300 meters, ideal for producing high-quality coffee.\u003C\u002Fp>\u003Cp style=\"text-align:justify;\">Thailand’s annual coffee production remains under 20,000 tons, while domestic consumption exceeds 70,000 tons, highlighting significant opportunities to expand local coffee production and reduce imports.\u003C\u002Fp>\u003Cp>\u003Cstrong>Addressing Challenges and Building Sustainable Solutions\u003C\u002Fstrong>\u003C\u002Fp>\u003Cp style=\"text-align:justify;\">Despite the potential, several challenges persist — including limited Robusta planting areas, low yield per rai, shortage of quality coffee seedlings, and water scarcity in some areas.
