ปรับลดประมาณการเติบโตของจีดีพีโลกปี 2568 ลงจาก 3.3% เหลือ 2.8% พร้อมเตือนว่าการกีดกันทางการค้าจะส่งผลให้ปริมาณการค้าโลกเติบโตเพียง 1.7% ซึ่งถือว่าต่ำกว่าช่วง European crisis เมื่อปี 2554 ทั้งนี้ประเทศหลักต่างมีสัญญาณลบ ทั้งสหรัฐฯ ที่ความเชื่อมั่นต่อทิศทางอุตสาหกรรมลดลง ส่วนภาคอุตสาหกรรมของจีนมีคำสั่งซื้อลดลงต่ำสุดในรอบกว่า 1 ปี สะท้อนถึงความเปราะบางระยะข้างหน้าท่ามกลางความไม่แน่นอน รวมทั้งเป็นความเสี่ยงต่อการเติบโตในระยะยาว\u003Cbr>\u003Cbr>\u003Cstrong>มาตรการขึ้นภาษีของสหรัฐฯ กดดันภาคการส่งออก รวมทั้งส่งผลกระทบต่อการจ้างงานและ SME\u003C\u002Fstrong>\u003C\u002Fp>\u003Cp>ภาษีศุลกากรที่สหรัฐฯ ประกาศเรียกเก็บจะกระทบสินค้าส่งออกหลายกลุ่ม หากถูกเรียกเก็บภาษีศุลกากรตอบโต้ที่อัตรา 36% มูลค่าส่งออกของไทยไปสหรัฐฯ อาจจะหายไปสะสมประมาณ 1.4 ล้านล้านบาทภายใน 10 ปี นอกจากนี้ ยังเพิ่มแรงกดดันต่อกลุ่มเปราะบาง ทั้งลูกจ้างประมาณ 3.7 ล้านคน และ SME เกือบ 5 พันราย ซึ่งต่างมีข้อจำกัดในการปรับตัวต่อภาวะผันผวนที่รุนแรงขึ้น\u003C\u002Fp>\u003Cp>\u003Cstrong>คาดว่าเศรษฐกิจไทยในปี 68 จะขยายตัวที่ 2.0-2.2% ต่ำกว่าประมาณการเดิมที่ 2.4-2.9%\u003C\u002Fstrong>\u003C\u002Fp>\u003Cp>ปัจจัยหลักจากผลกระทบของมาตรการภาษีของสหรัฐฯ โดยประเมินภายใต้สถานการณ์ที่ไทยถูกเก็บภาษีศุลกากรตอบโต้ที่อัตรา 10% ในช่วงไตรมาส 2\u002F68 (หลังมีการเลื่อนขึ้นภาษีเต็มรูปแบบออกไป 90 วัน) และอัตราภาษีในครึ่งปีหลังยังอยู่ที่ 10% ที่ส่งผลให้มูลค่าการส่งออกทั้งปีเติบโตเพียง 0.3-0.9% จากประมาณการเดิมที่ 1.5-2.5% ส่วนอัตราเงินเฟ้อมีแนวโน้มอยู่ในระดับต่ำที่ 0.5-1.0% ลดลงจากประมาณการเดิมเช่นกัน แต่ถ้าไทยถูกเรียกเก็บภาษีที่อัตรา 36% ในครึ่งปีหลัง จีดีพีปี 68 จะโตเพียง 0.7%-1.4% เหตุจากการส่งออกทั้งปีอาจหดตัวได้มากถึง -2% ทั้งนี้ ปัจจัยลบจากสงครามการค้าสามารถก่อให้เกิดหลุมรายได้ขนาดใหญ่ถึง 1.6 ล้านล้านบาทในช่วง 5 ปีข้างหน้า จึงจำเป็นอย่างยิ่งที่จะเจรจากับสหรัฐฯ เพื่อลดภาษีให้สำเร็จ ประกอบกับยกระดับศักยภาพในการแข่งขันของผู้ประกอบการไทยในภาวะที่ตลาดสินค้ามีการแข่งขันรุนแรงขึ้น\u003C\u002Fp>\u003Cp สนับสนุนภาครัฐในการดำเนินแนวทางการป้องกันผลกระทบที่อาจเกิดจากสถานการณ์เบี่ยงเบนทางการค้า (Trade Diversion) จากมาตรการขึ้นภาษีต่างตอบแทน (Reciprocal Tariff) ของสหรัฐฯ\u003C\u002Fstrong>\u003Cbr>\u003Cbr>โดยเฉพาะการใช้มาตรการปกป้องการนำเข้าสินค้าที่เพิ่มขึ้น (Safeguard Measure) เพื่อช่วยปกป้องผู้ประกอบการภายในประเทศไทยที่มีแนวโน้มที่จะได้รับความเสียหายจากการนำเข้าที่เพิ่มมากขึ้นมากกว่าปกติ ซึ่งภาครัฐจะต้องบูรณาการความร่วมมือในการเชื่อมโยงข้อมูลการนำเข้าและส่งออก มีการใช้ระบบดิจิทัล e-Government เข้ามาช่วยในการวิเคราะห์ ติดตาม และเฝ้าระวังสถานการณ์สินค้านำเข้าจากการเบี่ยงเบนทางการค้า รวมทั้งมีการปรับกระบวนการ โดยให้ภาครัฐสามารถเริ่มเปิดไต่สวนได้ทันทีหากพบว่ามีการนำเข้าสินค้าที่เพิ่มมากขึ้นมากกว่าปกติเพื่อให้สามารถป้องกันผลกระทบได้ทันต่อสถานการณ์ นอกจากนี้ กกร. ยังให้ความสำคัญกับการแก้ไขปัญหาการสวมสิทธิ์สินค้าส่งออกจากไทยไปตลาดสหรัฐฯ โดยท่านนายกรัฐมนตรีได้มีการหารือร่วมกับ กระทรวงพาณิชย์ สภาอุตสาหกรรมฯ และสภาหอการค้าฯ ถึงแนวทางการเพิ่มความเข้มงวดในการออกหนังสือรับรองถิ่นกำเนิดสินค้า Form C\u002FO ทั่วไปของไทยให้มากขึ้น ซึ่งเห็นชอบร่วมกันว่าในช่วงเข้มงวดนี้ จะให้กรมการค้าต่างประเทศเป็นเพียงหน่วยงานเดียวที่จะออกหนังสือรับรอง Form C\u002FO ทั่วไป สำหรับรายการสินค้าเฝ้าระวังสินค้าส่งออกจากไทยไปตลาดสหรัฐฯ ที่ปัจจุบันกรมการค้าต่างประเทศ มีการประกาศรายการสินค้าเฝ้าระวังแล้ว จำนวน 65 รายการ เพิ่มขึ้นจากเดิม 49 รายการ\u003C\u002Fp>\u003Cp>กกร. มองว่า นอกเหนือจากการที่ไทยจะต้องเร่งเจรจากับสหรัฐในเรื่องการปรับลดกำแพงภาษีแล้ว ยังต้องติดตามผลการเจรจาของประเทศคู่แข่งของไทย เช่น เวียดนาม อินโดนีเซีย มาเลเซีย เป็นต้น ซึ่งหากประเทศเหล่านี้สามารถเจรจาขอยกเว้นหรือลดอัตราภาษีนำเข้าได้ต่ำกว่าไทย ก็อาจส่งผลกระทบต่อขีดความสามารถในการแข่งขันของสินค้าไทยในตลาดสหรัฐฯ ได้ ขณะเดียวกันการที่สหรัฐฯ และจีนได้ส่งสัญญาณที่จะเตรียมการเจรจาเพื่อคลายความตึงเครียดทางการค้าระหว่างสองประเทศ ก็เป็นสัญญานบวกต่อการค้าโลก\u003Cbr>\u003Cbr>\u003Cstrong>ที่ประชุม กกร. มีความกังวลต่อสถานการณ์ค่าเงินบาทที่แข็งค่าขึ้นอย่างรวดเร็ว\u003C\u002Fstrong>\u003Cbr>\u003Cbr>มาอยู่ในช่วง 32.5-32.7 บาทต่อดอลลาร์ฯ ทำให้ค่าเงินบาทแข็งค่ากว่าระดับที่ธุรกิจแข่งขันได้ โดยมองว่าควรให้ความสำคัญกับการดูแลค่าเงินไม่ให้แข็งค่าหรือผันผวนเร็วจนเกินไป และการสื่อสารฯเชิงรุกเพื่อให้ภาคธุรกิจสามารถรับรู้และปรับตัวได้ทันการณ์ อีกทั้งยังจำเป็นต้องมีการส่งผ่านประโยชน์จากค่าเงินบาทแข็ง เช่นต้นทุนนำเข้าสินค้าพลังงาน และวัตถุดิบโดยเฉพาะในภาคเกษตรฯ ที่ลดลงไปยังภาคการผลิตและภาคประชาชนให้ได้อย่างเป็นระบบ\u003C\u002Fp>\u003Cp>ในขณะนี้ สภาผู้แทนราษฎรอยู่ระหว่างพิจารณาร่างพระราชบัญญัติล้มละลาย(ฉบับที่..) พ.ศ.... ซึ่งมีแก้ไขปรับปรุงกระบวนการฟื้นฟูกิจการของกิจการขนาดย่อม (กิจการที่มีหนี้ไม่เกิน 50 ล้านบาท) โดยเพิ่มเติมการฟื้นฟูกิจการโดยเร่งรัดและเพิ่มเติมการฟื้นฟูฐานะของลูกหนี้บุคคลธรรมดา ซึ่งสาระสำคัญของร่างพระราชบัญญัติที่จะปรับปรุงดังกล่าวส่งผลกระทบในวงกว้าง และมีบางประเด็นเป็นหลักการใหม่ที่ไม่เคยมีการใช้ในประเทศไทยมาก่อน จึงควรมีการศึกษาผลดีผลเสียของการใช้ระบบดังกล่าว รวมถึงกลไกที่คุ้มครองสิทธิของผู้มีส่วนได้เสียต่างๆ อย่างรอบด้าน เพราะอาจทำให้เกิดผลกระทบกับระบบเศรษฐกิจของประเทศได้  นอกจากนี้ ยังมีการพิจารณาลดความรับผิดของผู้ค้ำประกันลงอันเป็นผลจากการฟื้นฟูกิจการของลูกหนี้โดยอัตโนมัติ ซึ่งจะส่งผลต่อความน่าเชื่อถือของระบบการประกันหนี้ด้วยบุคคล ทำให้ กกร. มีความกังวลเกี่ยวกับผลกระทบต่อวินัยทางการเงินและการเข้าถึงสินเชื่อใหม่ของกิจการ SMEs ซึ่งไม่มีทรัพย์สินมาเป็นประกัน รวมถึงต้นทุนเครดิตของลูกหนี้สูงขึ้น ดังนั้นการปรับปรุง พรบ. ดังกล่าว Major economies are showing negative signals, including declining industrial confidence in the United States and the lowest level of new industrial orders in China in over a year, reflecting growing fragility amid heightened uncertainty and posing risks to long-term global growth.\u003Cbr>\u003Cbr>\u003Cstrong>US Tariff Measures Pressure Exports, Employment, and SMEs\u003C\u002Fstrong>\u003C\u002Fp>\u003Cp>US tariff hikes are expected to affect multiple export sectors. If Thailand is subject to retaliatory tariffs at a rate of 36%, cumulative export losses to the US could reach approximately THB 1.4 trillion over the next decade. The impact would also intensify pressure on vulnerable groups, including around 3.7 million employees and nearly 5,000 SMEs, many of whom face structural limitations in adapting to increasing economic volatility.\u003Cbr>\u003Cbr>\u003Cstrong>Thailand’s Economy in 2025 Expected to Grow at 2.0–2.2%\u003C\u002Fstrong>\u003C\u002Fp>\u003Cp>JSCCIB projects Thailand’s economy in 2025 to expand by 2.0–2.2%, down from the previous forecast of 2.4–2.9%, primarily due to the impact of US tariff measures. Under the baseline scenario—assuming a 10% reciprocal tariff imposed in Q2\u002F2025 (following a 90-day postponement of full implementation) and maintained through the second half of the year—exports are expected to grow by only 0.3–0.9%, compared with the earlier projection of 1.5–2.5%. Inflation is also expected to remain subdued at 0.5–1.0%.\u003C\u002Fp>\u003Cp>However, if Thailand faces a 36% tariff in the second half of the year, GDP growth in 2025 could slow to 0.7–1.4%, as full-year exports may contract by as much as 2%. Over the next five years, negative spillovers from the trade war could result in a cumulative income gap of up to THB 1.6 trillion. The government is urged to enhance inter-agency coordination through integrated import–export data systems and to leverage digital e-Government platforms to strengthen analysis, monitoring, and surveillance of trade diversion-related imports. In addition, procedural adjustments should enable authorities to initiate investigations immediately upon detecting unusually high import volumes, thereby ensuring timely and effective preventive action.\u003C\u002Fp>\u003Cp>Furthermore, JSCCIB underscored the importance of addressing the issue of circumvention of rules of origin for Thai exports to the US market. In this regard, the Prime Minister has held discussions with the Ministry of Commerce, the Federation of Thai Industries, and The Thai Chamber of Commerce on tightening controls over the issuance of general Certificates of Origin (Form C\u002FO). It was jointly agreed that, during this period of heightened scrutiny, the Department of Foreign Trade will serve as the sole authority authorized to issue general Form C\u002FO certificates for designated watch-list products exported from Thailand to the United States. At present, the Department of Foreign Trade has announced a total of 65 watch-list products, increased from 49 previously.\u003C\u002Fp>\u003Cp>JSCCIB noted that, in addition to expediting negotiations with the United States on tariff reductions, Thailand must closely monitor the negotiation outcomes of its competitors, such as Vietnam, Indonesia, and Malaysia. Moreover, it is essential to ensure that the benefits of a stronger baht—such as lower import costs for energy and raw materials, particularly in the agricultural sector—are systematically transmitted to the production sector and the general public.\u003C\u002Fp>\u003Cp>At present, the House of Representatives is considering amendments to the Bankruptcy Act, which include revisions to the rehabilitation process for small enterprises (with liabilities not exceeding THB 50 million), the introduction of expedited rehabilitation procedures, and the extension of rehabilitation mechanisms to individual debtors. Given that these amendments could have wide-ranging implications and introduce principles not previously applied in Thailand, JSCCIB emphasized the need for comprehensive assessments of both benefits and risks, as well as adequate safeguards for all stakeholders, as the changes could potentially affect the overall economic system.\u003C\u002Fp>\u003Cp>In addition, proposals to automatically reduce the liability of guarantors as a result of debtor rehabilitation may undermine the credibility of the personal guarantee system.
