ภายหลังศาลอุทธรณ์สหรัฐฯ ตัดสินว่าการขึ้นอัตราภาษีนำเข้ากับประเทศต่างๆ ขัดต่อกฎหมาย นอกจากนี้ สหรัฐฯ ยกเลิกการยกเว้นภาษีสำหรับสินค้านำเข้ามูลค่าต่ำกว่า 800 เหรียญสหรัฐ ตั้งแต่ ปลายเดือนที่ผ่านมา ส่งผลให้การประมาณการเศรษฐกิจโลกสำหรับปีนี้ยังคงมีความไม่แน่นอนสูง\u003C\u002Fp>\u003Cp>\u003Cstrong>เศรษฐกิจไทยเริ่มเข้าสู่ภาวะชะลอตัว\u003C\u002Fstrong>\u003C\u002Fp>\u003Cp>เศรษฐกิจไตรมาสที่สองขยายตัว 2.8% ลดลงจาก 3.2% ในไตรมาสที่หนึ่ง ส่วนอัตราการว่างงานในระบบในไตรมาสที่สองเพิ่มขึ้นเป็น 2.07% จาก 1.88% ในไตรมาสที่หนึ่ง และมีจำนวนผู้เสมือนว่างงานอยูที่ 2.1 ล้านคน สูงขึ้นราว 5% จากปีก่อน และภาคการท่องเที่ยว ภาคก่อสร้างและอสังหาฯ และภาคเกษตรชะลอตัว ความเปราะบางของ SMEs เห็นได้ชัดจากยอดค้างชำระหนี้เกิน 90 วันที่เพิ่มขึ้น โดยเฉพาะกลุ่ม SMEs ขนาดเล็กที่ยอดคงค้างสินเชื่อไม่เกิน 100 ปัจจัยกดดันทางเศรษฐกิจเพิ่มขึ้นจากความไม่แน่นอนทางการเมือง ซึ่งอาจกระทบการเบิกจ่ายงบประมาณ รวมถึงการขาดความเชื่อมั่นในการตัดสินใจลงทุนของภาคเอกชนในระยะข้างหน้า และมีความเสี่ยงที่ประเทศจะโดนลงอันดับความน่าเชื่อถือสูงขึ้น\u003C\u002Fp>\u003Cp>\u003Cstrong>กกร. มีความกังวลต่อสถานการณ์ค่าเงินบาทที่แข็งค่าอย่างต่อเนื่อง\u003C\u002Fstrong>\u003C\u002Fp>\u003Cp>ไม่สอดคล้องกับปัจจัยพื้นฐานเศรษฐกิจที่ชะลอตัว แต่กลับมีความสัมพันธ์กับราคาทองคำที่เพิ่มขึ้นอย่างต่อเนื่อง โดยปัจจุบันยังขาดข้อมูลเชิงลึกเพื่อทำความเข้าใจถึงผลกระทบของธุรกรรมทองคำและคริปโตฯ รวมถึงการโอนเงินกลับประเทศของแรงงานต่างด้าวที่ไม่ผ่านช่องทางในระบบ ทำให้การเกินดุลการชำระเงินกว่าครึ่งไม่สามารถจำแนกได้ชัดเจน (Errors & Omissions) ซึ่งหน่วยงานที่เกี่ยวข้องควรให้ความสำคัญกับการแยกแยะและวิเคราะห์ผลกระทบของธุรกรรมทองคำต่อภาคเศรษฐกิจ (Real Sector) รวมถึงปรับปรุงและแก้ปัญหาเชิงโครงสร้างเพื่อทำให้เกิดความสมดุลมากขึ้น เช่น เห็นว่าการฟื้นตัวของเศรษฐกิจไทยยังเผชิญความท้าทายจากทั้งปัจจัยภายนอก\u003C\u002Fstrong>\u003C\u002Fp>\u003Cp>เช่น ภาวะเศรษฐกิจโลกและสงครามการค้า และปัจจัยภายในอย่างต้นทุนพลังงาน ค่าจ้างขั้นต่ำ และราคาวัตถุดิบที่สูงขึ้น ส่งผลกระทบต่อผู้ประกอบการ โดยเฉพาะ SMEs ที่มีความเปราะบาง จึงมีข้อเสนอให้รัฐบาลพิจารณาปรับลดหรือผ่อนปรนภาษีที่ดินและสิ่งปลูกสร้างไม่น้อยกว่าร้อยละ 50 ในปี 2569 หรือจนกว่าเศรษฐกิจจะฟื้นตัว เพื่อบรรเทาภาระต้นทุน เสริมสภาพคล่อง ลดความเสี่ยงจากการปิดกิจการ และกระตุ้นการหมุนเวียนเศรษฐกิจฐานราก ซึ่งมาตรการดังกล่าวจะช่วยลดผลกระทบเชิงลบ ฟื้นฟูความเชื่อมั่น และสร้างความแข็งแกร่งให้ระบบเศรษฐกิจไทยโดยรวม\u003C\u002Fp>\u003Cp>\u003Cstrong>กกร. มีความเห็นว่า รัฐบาลควรให้ความสำคัญกับการจ่ายอัตราค่าจ้างตามทักษะฝีมือแรงงาน (Pay by Skills)\u003C\u002Fstrong>\u003C\u002Fp>\u003Cp>ตามประกาศคณะกรรมการส่งเสริมการพัฒนาฝีมือแรงงาน มากกว่าการปรับขึ้นค่าจ่างขั้นต่ำ รวมทั้งให้ความสำคัญกับการ UP-Skill & Re-Skill , Multi-Skill และ New Skill เพื่อสร้างแรงงานที่มีทักษะฝีมือให้สอดคล้อง กับความต้องการของตลาดแรงงาน และเพิ่มผลิตภาพแรงงาน (Labor Productivity) สามารถ ลดต้นทุนและสร้างความสามารถในการแข่งขัน\u003C\u002Fp>\u003Cp>\u003Cstrong>จากที่ กกร. ได้เข้าไปหารือกับธนาคารแห่งประเทศไทย (ธปท.) สำนักงานสภาพัฒนาการเศรษฐกิจและสังคม แห่งชาติ (สศช.) และสำนักงานเศรษฐกิจการคลัง (สศค.) เมื่อต้นเดือนกรกฎาคม 2568 ที่ผ่านมา\u003C\u002Fstrong>\u003C\u002Fp>\u003Cp>ด้วยตระหนักถึงผลกระทบจากนโยบายการค้าของสหรัฐฯ  ซ้ำเติมปัญหาเชิงโครงสร้างภายในประเทศ ทั้ง 1) ความเปราะบางที่มีอยู่เดิม ได้แก่ ความเหลื่อมล้ำ ปัญหาหนี้ครัวเรือน และเศรษฐกิจนอกระบบขนาดใหญ่ 2) ขาดความสามารถในการแข่งขันในโลกใหม่ ขาดการลงทุนพัฒนาผลิตภาพ ขณะที่แรงงานขาดทักษะที่จำเป็น และ 3) ความท้าทายของภาครัฐ จากพลวัตของการเปลี่ยนแปลงของโลกที่รุนแรงและรวดเร็ว และการไม่ต่อเนื่องและเชื่อมโยงของนโยบายภาครัฐ ซึ่งเป็นปัจจัยฉุดรั้งศักยภาพการเติบโตของประเทศไทยมาอย่างต่อเนื่องเป็นเวลานาน จึงได้เห็นร่วมกันในการจัดทำกรอบแนวทางการฟื้นฟูความเชื่อมั่นและขับเคลื่อนเศรษฐกิจไทยในระยะข้างหน้า  จากความร่วมมือดังกล่าว ได้นำไปสู่การพัฒนาแพลตฟอร์ม Reinvent Thailand – A Platform for Sustainable Policy Execution เป็นเวทีร่วมสร้างอนาคตประเทศไทยอย่างยั่งยืนเพื่อทุกคน ที่มุ่งเน้นการดำเนินนโยบายที่ปฏิบัติได้จริง สร้างพลวัตใหม่เพื่อการเติบโตของเศรษฐกิจไทยในระยะยาว โดย Reset Thailand จะถูกเผยแพร่บนเว็บไซต์ของทุกองค์กรแนวร่วม เปิดพื้นที่ให้ทุกภาคส่วนได้มีส่วนร่วมในการเสนอแนะแนวทางและสร้างแนวร่วมการปรับโครงสร้างเศรษฐกิจของประเทศ โดย ภาคเอกชนจะร่วมเป็นกลไกหลักในการขับเคลื่อน และอาศัยการสนับสนุนจากภาครัฐในการสร้างสภาพแวดล้อมที่เอื้อและส่งเสริมให้เกิดการเร่งปรับตัวและเรียงลำดับความสำคัญ แพลตฟอร์มนี้ไม่ได้เป็นเพียงการขอความช่วยเหลือจากภาครัฐ  แต่ทุกฝ่ายจะต้องมีความรับผิดชอบร่วมกันในการดำเนินการ โดยมีการสร้างพื้นที่การมีส่วนร่วม ในการออกแบบนโยบาย การกลั่นกรองแนวทาง การขับเคลื่อนการดำเนินงาน และการติดตามประเมินผลอย่างต่อเนื่อง (Result Oriented) โดยเน้นการใช้ข้อมูล (Data-Driven) เพื่อให้ตอบโจทย์ปัญหาอย่างตรงจุด มีประสิทธิภาพ และยั่งยืน พลิกฟื้นศักยภาพในการแข่งขัน\u003C\u002Fp>\u003Cp>\u003Cstrong>Reinvent Thailand Enhancing labor productivity will help reduce costs and improve the country’s competitiveness.\u003C\u002Fp>\u003Cp>\u003Cstrong>Toward Structural Reform: Reinvent Thailand\u003C\u002Fstrong>\u003C\u002Fp>\u003Cp>Earlier in July 2025, JSCCIB held discussions with the Bank of Thailand (BOT), the Office of the National Economic and Social Development Council (NESDC), and the Fiscal Policy Office (FPO) regarding the impacts of U.S. trade policies.\u003C\u002Fp>\u003Cp>These policies are exacerbating Thailand’s existing structural challenges, including:\u003C\u002Fp>\u003Col>\u003Cli>Existing vulnerabilities, such as inequality, high household debt, and a large informal economy.\u003C\u002Fli>\u003Cli>Weak competitiveness in the new global landscape, including insufficient investment in productivity and a shortage of necessary workforce skills.\u003C\u002Fli>\u003Cli>Government challenges, including rapid global changes and the lack of continuity and coordination in public policies.\u003C\u002Fli>\u003C\u002Fol>\u003Cp>These factors have constrained Thailand’s economic growth potential for a long time.\u003C\u002Fp>\u003Cp>Through collaboration, the parties agreed to develop a framework to restore confidence and drive Thailand’s economy forward. This led to the development of Reinvent Thailand – A Platform for Sustainable Policy Execution, which aims to build a sustainable future for Thailand through practical and actionable policy implementation.\u003C\u002Fp>\u003Cp>The platform will be published on the websites of participating organizations, allowing all sectors to contribute ideas and support structural economic reforms.
