การส่งออกสินค้าพลังงานจากตะวันออกกลางผ่านช่องแคบฮอร์มุซยังไม่มีแนวโน้มที่จะกลับมาสู่ภาวะปกติในเร็ววัน ขณะที่ในครึ่งปีหลังประเทศกลุ่ม OECD มีแนวโน้มต้องเร่งนำเข้าน้ำมันดิบเพื่อทดแทนในคลังน้ำมันสำรองที่มีปริมาณลดลงมาก ทำให้การหาน้ำมันดิบทดแทนแหล่งผลิตในตะวันออกกลางของประเทศอื่นๆ อาจจะยากและแพงขึ้นในระยะข้างหน้า ซึ่งส่งผลให้ต้นทุนของการผลิตสินค้าและบริการอยู่ในระดับสูงต่อเนื่องและอาจจะมีแนวโน้มเพิ่มสูงขึ้น\u003C\u002Fp>\u003Cp>\u003Cstrong>เศรษฐกิจไทยเผชิญภาวะ K-shape \u003C\u002Fstrong>การส่งออกสินค้าในช่วง 4 เดือนแรกของปีเติบโตสูงถึง 18.9% โดยสินค้าเทคโนโลยีเติบโตสูงถึง 48.4% จาก megatrend การลงทุนด้าน AI และ data center สอดคล้องกับการส่งออกของประเทศอื่นในเอเชียที่เติบโตในระดับสูงกว่าที่คาดการณ์ไว้เดิมมาก แต่การส่งออกสินค้าเทคโนโลยีไม่ได้ส่งผลบวกต่อเศรษฐกิจไทยมากนักเนื่องจากใช้วัตถุดิบนำเข้าเป็นส่วนใหญ่ ในขณะเดียวกันการผลิตและการส่งออกสินค้าอื่นทรงตัว ผู้ประกอบการมีความกังวลด้านสินค้าขาดแคลนและต้นทุนวัตถุดิบที่สูงกระทบความสามารถในการแข่งขัน และอุปสงค์ในประเทศก่อนมาตรการกระตุ้นเศรษฐกิจที่อยู่ในภาวะชะลอตัวหลังค่าครองชีพปรับสูงขึ้น โดย กกร. มีความกังวลต่อแรงกดดันจาก K ขาล่างที่ไม่ได้รับประโยชน์จากการส่งออกและ FDI ที่เพิ่มขึ้น ดังเช่นข้อมูลของบริษัทจดทะบียนในตลาดหลักทรัพย์ฯ กว่า 300 บริษัท ล่าสุดที่ชี้ว่าได้รับผลกระทบในด้านต้นทุนที่เพิ่มขึ้นและรายได้ปรับลดลง จึงจำเป็นต้องเร่งปรับโครงสร้างเศรษฐกิจ ปรับ K ขาบน ให้เป็น “ตัวเร่ง” สำคัญที่สร้างมูลค่าเพิ่ม ส่งผ่านเม็ดเงิน FDI ไปสู่ภาคเศรษฐกิจจริงของไทย ก่อให้เกิดการจ้างงานคนไทย และทำให้ธุรกิจไทยสามารถได้รับประโยชน์มากขึ้น\u003C\u002Fp>\u003Cp>\u003Cstrong>เศรษฐกิจไทยได้รับปัจจัยหนุนจากโครงการ “ไทยช่วยไทยพลัส”\u003C\u002Fstrong> ด้วยเม็ดเงินราว 1.7 แสนล้านบาท ที่จะช่วยกระตุ้นการใช้จ่ายในประเทศ โดย กกร. ปรับเพิ่มการคาดการณ์เศรษฐกิจไทยให้ขยายตัวที่ 1.6%-2.0% จากเดิมที่อยู่ที่ 1.2%-1.6% เงินเฟ้อเป็น 2.5-3.0% จาก 2.0-3.0% และปรับเพิ่มคาดการณ์การส่งออกเป็นขยายตัว 8%-10% จากเดิมที่คาดว่าไม่ขยายตัว ตามทิศทางการส่งออกสินค้าเทคโนโลยีที่เติบโตสูง ทั้งนี้ ประเทศไทยสามารถใช้โอกาสจาก megatrend ด้านการลงทุน ในการเร่งปรับโครงสร้างเศรษฐกิจเพื่อให้ไทยเป็นจุดหมายของการย้ายฐานการผลิต สำนักงาน Middle & Back Office ของบริษัทข้ามชาติ และการก้าวสู่ Regional Hub ทั้งภาคการผลิต การบริการ และการเงิน นอกจากนี้ ควรใช้โอกาสจากเทรนด์ AI, Data Center, Cyber Security ของโลก เพื่อยกระดับอุตสาหกรรม Smart Electronics และ Advanced Manufacturing เพิ่ม local content พัฒนา R&D ปรับปรุงกฎหมายและกฎระเบียบที่เป็นอุปสรรคต่อการลงทุน ควบคู่กับการเตรียมความพร้อมสู่การเป็นสมาชิก OECD สอดคล้องกับแนวทาง Reinvent Thailand ที่มุ่งสนับสนุน 7 อุตสาหกรรมเป้าหมาย ซึ่งสอดรับกับอุตสาหกรรมที่ BOI มุ่งเป้าสนับสนุนและอุตสาหกรรมแห่งอนาคตตามคำแนะนำของธนาคารโลกสำหรับประเทศไทย เพื่อดึงดูดการลงทุนโดยตรงจากต่างประเทศ (FDI) ถ่ายทอดองค์ความรู้ด้านเทคโนโลยี เพิ่มโอกาสและยกระดับศักยภาพผู้ประกอบการไทยและการจ้างงานอย่างครอบคลุมในระยะยาว\u003C\u002Fp>\u003Cp>กกร. เห็นว่าควรใช้โอกาสที่ประเทศไทยเป็นเจ้าภาพการประชุมระดับนานาชาติในหลายเวที อาทิ  การประชุม ABAC 2026 ครั้งที่ 3 การประชุม Gastech 2026 การประชุม Thailand-US Trade & Investment Forum 2026 รวมถึงการประชุม IMF-World Bank Annual Meeting โชว์ศักยภาพประเทศไทยและสร้างความเชื่อมั่นต่อประชาคมโลก โดยเฉพาะการขับเคลื่อนโมเดลเศรษฐกิจใหม่ที่เน้นผลิตภาพ นวัตกรรม การลงทุนในอุตสาหกรรมแห่งอนาคต และความสามารถในการแข่งขันของภาคเอกชน ทั้งนี้ ธนาคารโลกได้ให้เกียรติมานำเสนอข้อมูลการจัดประชุมให้ที่ประชุม กกร. รับทราบ ซึ่งธนาคารโลกอยู่ระหว่างจัดทำรายงาน Flagship Report “Building Thailand’s Future Today” ซึ่งสามารถใช้เป็นฐานข้อมูลเชิงวิเคราะห์ในการนำเสนอจุดแข็งของประเทศไทย เชื่อมโยงกับแนวทาง Reinvent Thailand และต่อยอดไปสู่การสื่อสารเชิงบวกก่อนการประชุมเดือนตุลาคม เพื่อสร้างความเชื่อมั่นและดึงดูดความร่วมมือจากนักลงทุนและพันธมิตรระหว่างประเทศ รวมถึงการประสานงานกับธนาคารโลกและภาคเอกชนในการจัด Affiliate Program\u003C\u002Fp>\u003Cp>\u003Cstrong>ที่ประชุม กกร. ได้หารือถึงสถานการณ์ด้านพลังงานของประเทศภายใต้ความไม่แน่นอนจากความขัดแย้งในภูมิภาคตะวันออกกลาง \u003C\u002Fstrong>ซึ่งการเจรจาสันติภาพยังไม่มีข้อยุติ อย่างไรก็ตาม กกร. ยืนยันว่า ประเทศไทยยังมีความมั่นคงด้านพลังงาน โดยมีปริมาณน้ำมันดิบและน้ำมันสำเร็จรูปรวมประมาณ 13,384 ล้านลิตร เพียงพอต่อการใช้ภายในประเทศได้ราว 109 วัน และยังไม่มีสัญญาณของภาวะขาดแคลนพลังงาน ขณะเดียวกัน กลุ่มอุตสาหกรรมโรงกลั่นน้ำมันได้เร่งบริหารความเสี่ยงด้านการจัดหาวัตถุดิบอย่างต่อเนื่อง โดยลดสัดส่วนการพึ่งพาน้ำมันดิบจากตะวันออกกลางจากเดิมประมาณ 55% เหลือราว 27% และเพิ่มการจัดหาจากแหล่งอื่นเป็นประมาณ 73% เพื่อเสริมความยืดหยุ่นและความมั่นคงของพลังงาน ลดผลกระทบจากความผันผวนทางภูมิรัฐศาสตร์ ตลอดจนสนับสนุนให้ห่วงโซ่อุปทาน และภาคการผลิตของประเทศสามารถดำเนินงานได้อย่างต่อเนื่อง  นอกจากนี้ กกร. คาดหวังให้แผนพัฒนากำลังผลิตไฟฟ้าของประเทศ หรือ PDP 2026 สามารถประกาศใช้ได้ภายในเดือนสิงหาคมนี้ เพื่อเป็นกรอบสำคัญในการวางโครงสร้างพลังงานระยะยาวของประเทศ ทั้งด้านความมั่นคงทางพลังงาน การส่งเสริมเชื้อเพลิงชีวภาพ (Biofuel) เพื่อลดการพึ่งพาการนำเข้า การบริหารต้นทุนค่าไฟฟ้าให้อยู่ในระดับที่เหมาะสม และการเพิ่มสัดส่วนพลังงานหมุนเวียนและพลังงานสะอาด Energy exports from the Middle East through the Strait of Hormuz show no sign of returning to normal in the near term. In the second half of the year, OECD countries are likely to accelerate crude oil imports to replenish significantly depleted oil reserves. As a result, securing crude oil from sources outside the Middle East may become more difficult and expensive going forward. This will keep production costs for goods and services at elevated levels and may lead to further cost increases.\u003C\u002Fspan>\u003C\u002Fp>\u003Cp class=\"isSelectedEnd\">\u003Cspan>The Thai economy is facing a K-shaped recovery. Exports in the first four months of the year grew strongly by 18.9%, with technology products expanding by as much as 48.4%, driven by megatrends in AI and data center investment. This is in line with exports from other Asian economies, which have grown much more strongly than previously expected. However, technology exports have not generated significant benefits for the Thai economy, as they rely largely on imported raw materials. Meanwhile, production and exports of other product categories remain stagnant. Businesses are concerned about product shortages and high raw material costs, which affect their competitiveness. Domestic demand before the implementation of stimulus measures also remained sluggish, following higher living costs.\u003C\u002Fspan>\u003C\u002Fp>\u003Cp class=\"isSelectedEnd\">\u003Cspan>The JSCCIB is concerned about pressure on the lower leg of the K-shaped economy, which has not benefited from rising exports and FDI. Recent data from more than 300 listed companies on the Stock Exchange of Thailand indicate that many have been affected by higher costs and declining revenues. It is therefore necessary to accelerate economic restructuring by turning the upper leg of the K-shaped economy into a key accelerator that creates added value and channels FDI into Thailand’s real economy. This will help generate employment for Thai workers and enable Thai businesses to benefit more broadly.\u003C\u002Fspan>\u003C\u002Fp>\u003Cp class=\"isSelectedEnd\">\u003Cspan>The Thai economy is supported by the “Thai Chuay Thai Plus” scheme, with a budget of approximately THB 170 billion to help stimulate domestic spending. The JSCCIB has revised upward its 2026 Thai economic growth forecast to 1.6–2.0%, from the previous projection of 1.2–1.6%. The inflation forecast has also been revised to 2.5–3.0%, from 2.0–3.0%, while the export forecast has been raised to growth of 8–10%, from the previous expectation of no growth, in line with the strong expansion of technology exports.\u003C\u002Fspan>\u003C\u002Fp>\u003Cp class=\"isSelectedEnd\">\u003Cspan>Thailand can leverage investment megatrends to accelerate economic restructuring and position itself as a destination for production relocation, Middle and Back Office operations of multinational companies, and as a Regional Hub for manufacturing, services, and finance. In addition, Thailand should seize opportunities from global trends in AI, Data Centers, and Cyber Security to upgrade the Smart Electronics and Advanced Manufacturing industries, increase local content, develop R&D, and improve laws and regulations that hinder investment. These efforts should proceed alongside preparations for Thailand’s OECD membership.\u003C\u002Fspan>\u003C\u002Fp>\u003Cp class=\"isSelectedEnd\">\u003Cspan>This direction aligns with the Reinvent Thailand approach, which aims to support seven target industries. These are consistent with the industries promoted by the BOI and future industries recommended by the World Bank for Thailand. The goal is to attract foreign direct investment (FDI), facilitate technology transfer, create opportunities, enhance the capacity of Thai entrepreneurs, and promote inclusive employment in the long term.\u003C\u002Fspan>\u003C\u002Fp>\u003Cp class=\"isSelectedEnd\">\u003Cspan>The JSCCIB believes that Thailand should take advantage of its role as host of several major international meetings, including the 3rd ABAC 2026 Meeting, Gastech 2026, the Thailand–US Trade & Investment Forum 2026, and the IMF–World Bank Annual Meeting, to showcase Thailand’s potential and build confidence among the global community. In particular, Thailand should highlight its new economic model, which focuses on productivity, innovation, investment in future industries, and the competitiveness of the private sector.\u003C\u002Fspan>\u003C\u002Fp>\u003Cp class=\"isSelectedEnd\">\u003Cspan>The World Bank also presented information on the upcoming meetings to the JSCCIB. It is currently preparing a flagship report titled “Building Thailand’s Future Today,” which can serve as an analytical foundation for presenting Thailand’s strengths. The report can be linked to the Reinvent Thailand framework and further developed into positive communication ahead of the October meetings, with the aim of building confidence and attracting cooperation from investors and international partners. This also includes coordination with the World Bank and the private sector in organizing Affiliate Programs.\u003C\u002Fspan>\u003C\u002Fp>\u003Cp class=\"isSelectedEnd\">\u003Cspan>The JSCCIB meeting also discussed Thailand’s energy situation amid uncertainty arising from conflict in the Middle East, where peace negotiations have yet to reach a conclusion. Nevertheless, the JSCCIB reaffirmed that Thailand remains energy secure, with total crude oil and refined oil reserves of approximately 13,384 million liters, sufficient for domestic consumption for around 109 days. There are currently no signs of an energy shortage.\u003C\u002Fspan>\u003C\u002Fp>\u003Cp class=\"isSelectedEnd\">\u003Cspan>At the same time, the oil refining industry has continued to manage risks in raw material procurement. The share of crude oil imports from the Middle East has been reduced from around 55% to approximately 27%, while procurement from other sources has increased to about 73%. This helps enhance energy flexibility and security, reduce the impact of geopolitical volatility, and support the continued operation of Thailand’s supply chains and production sectors.\u003C\u002Fspan>\u003C\u002Fp>\u003Cp>\u003Cspan>In addition, the JSCCIB expects the Power Development Plan, or PDP 2026, to be announced by August. The plan will serve as an important framework for the country’s long-term energy structure, covering energy security, the promotion of biofuels to reduce import dependence, the management of electricity costs at an appropriate level, and the increase of renewable and clean energy.
