3 สถาบัน  (กกร.) ประกอบด้วย สภาหอการค้าแห่งประเทศไทย สภาอุตสาหกรรมแห่งประเทศไทย และสมาคมธนาคารไทย โดย กกร.ได้จัดประชุมคณะกรรมการประจำเดือนธันวาคม 2568 โดยมี ดร.พจน์ อร่ามวัฒนานนท์ ประธานกรรมการหอการค้าไทยและสภาหอการค้าแห่งประเทศไทย ในฐานะประธาน กกร. เป็นประธานในการประชุม นายผยง ศรีวณิช ประธานสมาคมธนาคารไทย  และนายเกรียงไกร เธียรนุกุล ประธานสภาอุตสาหกรรมแห่งประเทศ เป็นประธานร่วมในการประะชุม โดยที่ประชุม กกร. ได้ประเมินเศรษฐกิจ ดังนี้\u003C\u002Fp>\u003Cp>เศรษฐกิจโลกในปี 2569 มีทิศทางชะลอตัวลง\u003C\u002Fp>\u003Cp>โดยเฉพาะเศรษฐกิจจีนที่อยู่ในภาวะ over supply ปัจจัยหลักจากอุปสงค์ภายในประเทศที่อ่อนแอ ส่งผลให้จีนต้องปรับกลยุทธ์หันมาพึ่งพาภาคการส่งออกมากขึ้นเพื่อประคองเศรษฐกิจ เป็นไปตามแผนพัฒนาเศรษฐกิจและสังคมแห่งชาติระยะ 5 ปี ซึ่งจะส่งผลสืบเนื่องให้ธุรกิจไทยต้องเผชิญการแข่งขันที่ทวีความรุนแรงขึ้น\u003C\u002Fp>\u003Cp>อุทกภัยในภาคใต้ ส่งผลต่อชีวิตและทรัพย์สินของครัวเรือนและธุรกิจอย่างมาก\u003C\u002Fp>\u003Cp>บางพื้นที่เป็นสาธารณภัยร้ายแรงอย่างยิ่ง (ระดับ 4) เทียบเคียงกับเหตุการณ์สึนามิในปี 2547 สร้างความเสียหายนับแสนล้านบาทที่จำเป็นต้องซ่อมแซมฟื้นฟู และยังส่งผลกระทบต่อรายได้ โดยในช่วงเดือน ธ.ค. 2568 สูญเสียรายได้ราว 2-3 หมื่นล้านบาท หรือ 0.1% ถึง 0.2% ของ GDP ส่งผลให้เศรษฐกิจไทยทั้งปีขยายตัวได้เพียง 2.0% สำหรับในปี 2569 ประเมินผลกระทบต่อรายได้ราว 9 หมื่นล้านบาท\u003C\u002Fp>\u003Cp>เศรษฐกิจไทยในปี 2569 มีแนวโน้มขยายตัวชะลอลงมาอยู่ที่ 1.6 ถึง 2.0%\u003C\u002Fp>\u003Cp>โดยมาตรการภาษีของสหรัฐฯ ยังไม่แน่นอน การแข่งขันจากสินค้านำเข้ามากยิ่งขึ้น ซึ่งกระทบภาคการผลิต การจ้างงาน และกำลังซื้อในประเทศ ดังนั้น จำเป็นต้องอาศัยความร่วมมือระหว่างภาครัฐและภาคเอกชนในการแก้ปัญหาระยะสั้น โดยเฉพาะการฟื้นฟูจากอุทกภัย ควบคู่กับการปรับโครงสร้างเศรษฐกิจผ่าน Reinvent Thailand เพื่อยกระดับศักยภาพของธุรกิจ สร้างความแข็งแกร่งตลอด Supply Chain ด้วยหลักคิด “พี่ช่วยน้อง” รวมถึงส่งเสริมการใช้ Local content และสินค้า Made in Thailand ผ่านกลไกต่างๆ อาทิ มาตรการภาษี การสนับสนุนเงินทุน และการให้แต้มต่อผ่านการจัดซื้อจัดจ้างภาครัฐ ซึ่งสอดคล้องกับแนวทางการสนับสนุนของรัฐบาลที่ล่าสุด ครม.มีมติเห็นชอบออกมาตรการ “Quick Big Win” เพื่อ SMEs ไทย\u003C\u002Fp>\u003Cp>กรอบประมาณการเศรษฐกิจปี ที่สร้างความเสียหายต่อชีวิตและทรัพย์สินของประชาชนเป็นวงกว้าง\u003C\u002Fstrong>\u003C\u002Fp>\u003Cp>จึงเร่งให้ความช่วยเหลืออย่างเร่งด่วน  ครอบคลุมการลงพื้นที่มอบถุงยังชีพเพื่อบรรเทาความเดือดร้อนในเบื้องต้น การช่วยเหลือผู้ป่วยในพื้นที่ การลดภาระทางการเงินให้กับประชาชนและผู้ประกอบกิจการ รวมถึงมาตรการฟื้นฟูที่อยู่อาศัย โรงงาน และสถานประกอบการให้กลับสู่ภาวะปกติได้โดยเร็วที่สุด โดย กกร. ได้ให้ความช่วยเหลือ ประชาชนที่ประสบอุทกภัย อาทิ สมาคมธนาคารไทยร่วมกับธนาคารสมาชิก ได้บริจาคเงินช่วยเหลือผ่านสภากาชาดไทยจำนวน  50 ล้านบาท ซึ่งได้ทูลเกล้าฯ ถวายแด่ สมเด็จพระกนิษฐาธิราชเจ้า กรมสมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารีอุปนายิกาผู้อำนวยการสภากาชาดไทย, สภาหอการค้าแห่งประเทศไทย มอบเงินบริจาคและสิ่งของมูลค่า 7.8 ล้านบาท และสภาอุตสาหกรรมแห่งประเทศไทยดำเนินโครงการ “พี่ช่วยน้องอุตสาหกรรมไทย” เพื่อเร่งฟื้นฟูให้โรงงานสามารถกลับมาดำเนินงานได้ตามปกติ ทั้งการส่งผู้เชี่ยวชาญให้คำปรึกษาในการซ่อมแซมเครื่องจักรและอุปกรณ์ การรับบริจาคอุปกรณ์ช่วยผู้ประกอบการที่ได้รับผลกระทบ รวมถึงการมอบส่วนลดสินค้าราคาพิเศษ ทั้งนี้ กกร.สนับสนุนการบริหารจัดการภัยพิบัติให้เป็นวาระแห่งชาติ เพื่อวางแนวทางป้องกันและรับมือภัยพิบัติอย่างเป็นระบบ และมีประสิทธิภาพ ครอบคลุมทั้งมาตรการระยะสั้น ระยะกลางและระยะยาว\u003C\u002Fp>\u003Cp>\u003Cstrong>กกร.ให้ความสำคัญต่อการลดภาระต้นทุนของผู้ประกอบการและเสริมความสามารถการแข่งขันของภาคธุรกิจ\u003C\u002Fstrong>\u003C\u002Fp>\u003Cp>โดยเห็นชอบมติ ครม. ปรับปรุงหลักเกณฑ์การวางหลักประกันของนายจ้างในการนำคนต่างด้าวมาทำงานให้สอดคล้องกับสถานการณ์ปัจจุบัน จากเดิมที่กฎกระทรวงปี 2564 กำหนดให้นายจ้างต้องวางหลักประกัน 1,000 บาทต่อคนต่างด้าว 1 คน ซึ่งสร้างภาระต้นทุนในภาวะเศรษฐกิจปัจจุบัน จึงได้ปรับเป็นระบบอัตราหลักประกันแบบขั้นบันไดตามจำนวนแรงงาน เพื่อช่วยลดภาระผู้ประกอบการรายเล็ก เปิดโอกาสให้นำเงินหลักประกันส่วนที่ได้รับคืนมาเสริมสภาพคล่องของกิจการ ขณะเดียวกันยังคงหลักเกณฑ์ความรับผิดชอบของนายจ้างต่อค่าใช้จ่ายที่เกิดขึ้น\u003C\u002Fp>\u003Cp>\u003Cstrong>กกร. และเครือข่าย Zero Corruption ประเมินว่าการแก้ปัญหาทุจริตของไทยจำเป็นต้อง “ยกระดับกลไกเชิงระบบ”\u003C\u002Fstrong>\u003C\u002Fp>\u003Cp>มากกว่าเพียงมาตรการรณรงค์ จึงเสนอกรอบขับเคลื่อน 6 ด้านที่เน้นการปฏิรูปทั้งภาคธุรกิจ ภาครัฐ และโครงสร้างข้อมูลของประเทศ ได้แก่ 1) การปลูกฝังจิตสำนึก 2) นโยบายต่อต้านการทุจริต 3) ระบบบริหารความเสี่ยง 4)เทคโนโลยี 5) การเปิดเผยข้อมูลภาครัฐ และ 6) แนวทางการร้องเรียนและคุ้มครองผู้เปิดเผยข้อมูล พร้อมเปิดแผนปฏิบัติการ (Action Plan) รายไตรมาสที่มุ่งผลลัพธ์จับต้องได้ ได้แก่ การประกาศเจตนารมณ์ “เอกชนฮั้วไม่จ่ายใต้โต๊ะ” และเร่งให้ธุรกิจเข้าร่วม CAC เพื่อสร้างมาตรฐานต่อต้านสินบนในระดับอุตสาหกรรม การใช้ฐานข้อมูล ACT Ai ตรวจจับพฤติกรรมผิดปกติ การสำรวจค่าสินบนใบอนุญาตในหน่วยงานรัฐและเปิดเผย “10 สินบนที่ไม่ยอมทน” เพื่อผลักดันใบอนุญาตโปร่งใส การจัดเวทีความรู้สกัดทุนเทา–บัญชีม้า การรณรงค์ “เรียกรับ–เราร้อง” ผ่าน Corruption Watch เพื่อให้ประชาชนแจ้งเหตุได้อย่างปลอดภัย รวมถึงการผลักดันกฎหมายเร่งด่วนด้านการเปิดเผยข้อมูลภาครัฐตามมาตรฐาน OECD และ OGP ซึ่งทั้งหมดนี้ถูกวางเป็นข้อเสนอสำคัญต่อรัฐบาล โดยมุ่งเปลี่ยนระบบกำกับดูแลประเทศให้ตรวจสอบได้มากขึ้น ลดต้นทุนคอร์รัปชันของภาคธุรกิจ และสร้างความโปร่งใสอย่างยั่งยืนในระยะยาว\u003C\u002Fp>\u003Cp>\u003Cstrong>กกร. ขอขอบคุณรัฐบาล โดยเฉพาะกระทรวงพลังงานและคณะกรรมการนโยบายพลังงานแห่งชาติ (กพช.) ที่ให้ความสำคัญและเปิดรับฟังความคิดเห็นจากภาคเอกชนในประเด็นที่เกี่ยวกับโครงสร้างราคาพลังงาน\u003C\u002Fstrong>\u003C\u002Fp>\u003Cp>และมีมติ กพช. เมื่อวันที่ 28 พ.ย. 68 ให้ภาคอุตสาหกรรมคงการใช้โครงสร้างราคาก๊าซธรรมชาติที่อ้างอิง Pool gas ถือเป็นสัญญาณที่ชัดเจนแสดงถึงความมุ่งมั่นของรัฐบาลในการแก้ไขปัญหาเศรษฐกิจ และบรรเทาภาระให้กับทั้งภาคเอกชนและประชาชน ทั้งนี้ กกร.
